A research study focused on adapting global climate assessment frameworks to address local healthcare vulnerabilities and strengthen climate resilience across Asia.

The Analysis (TA), in collaboration with FHI 360 and HCWH SEA, developed a toolkit to adapt global climate vulnerability assessment tools to the specific needs of healthcare facilities in Asia.
The study, Resilient Health Systems: A Guide to Adapting Global Climate Vulnerability Tools to Local Context in Asia, draws on evidence from Thailand, Vietnam, the Philippines and Timor-Leste. It combines stakeholder consultations, expert inputs and a review of global climate and health frameworks to develop practical assessment tools for understanding and addressing climate-related risks to healthcare facilities.
The study focused on how global climate vulnerability assessment frameworks can be adapted to the environmental and healthcare contexts of Asian countries. The aim was to make these tools more relevant and useful for healthcare facilities facing different climate-related risks across the region.
The research brought together evidence from four countries through stakeholder mapping and consultations with experts, policymakers and healthcare professionals.

The study used a qualitative research approach, combining stakeholder consultations with an extensive desk review. Consultations across the four countries provided insights into local healthcare systems, climate risks and the challenges faced by healthcare facilities.
The desk review examined key global frameworks and guidance, including WHO reports, UN publications and other international policy documents, to identify relevant approaches and practices that could be incorporated into the toolkit.
The study also examined Asia’s exposure to extreme weather events and their direct and indirect effects on health. This helped identify the climate-related vulnerabilities most relevant to healthcare facilities and informed the adaptation of the global assessment tools to regional contexts.
The study resulted in the toolkit Resilient Health Systems: A Guide to Adapting Global Climate Vulnerability Tools to Local Context in Asia, developed in collaboration with FHI 360 and HCWH SEA. The toolkit provides customised and practical assessment tools for healthcare facilities, drawing on evidence from four countries and supporting efforts to assess and address climate-related vulnerabilities across the region.
