Study to Assess the Implementation of Madhya Pradesh State Youth Policy

The Analysis undertook a research study commissioned by Synergy Sansthan to evaluate the implementation status of the Madhya Pradesh State Youth Policy 2023 (MPSYP) from September, 2024 to January 2025. The study aimed to align the state’s youth development initiatives with the National Youth Policy 2021 while addressing gaps and challenges in policy execution.

Using a mixed-methods approach, the study involved in-depth interviews with key stakeholders, including government officials, civil society representatives, and UN agencies, alongside an extensive review of secondary data. The analysis also benchmarked the MPSYP against youth policies from five other states—Himachal Pradesh, Maharashtra, Meghalaya, Jharkhand, and Kerala—to identify best practices and potential improvements.

The findings identified challenges such as limited awareness among stakeholders, fragmented implementation, and insufficient budgetary provisions. The MPSYP’s inclusive consultation process, which engaged over 10,000 youth, was noted as a strength.

The study provided actionable recommendations to strengthen MPSYP implementation, including launching awareness campaigns, developing robust institutional frameworks, ensuring dedicated youth budgets, and adopting gender-sensitive approaches. It also emphasized the importance of improving monitoring and evaluation systems and addressing rural-urban inequities.

Additionally, the research reviewed global and Indian Youth Development Indices, suggesting modifications to make them more representative and inclusive. The final report presented a comprehensive roadmap to enhance youth development efforts in Madhya Pradesh, contributing to the broader goal of empowering marginalized and at-risk youth across the state.

This project reinforced The Analysis’s commitment to delivering evidence-based interventions in Madhya Pradesh to strengthen youth development policies and support meaningful change in the state’s youth sector.
