In short

The Analysis (TA), in collaboration with the Environmental Planning and Coordination Organisation (EPCO) and UNDP, developed a comprehensive training programme to strengthen environmental leadership and governance capacities among district-level officials in Madhya Pradesh.

The initiative was developed in the context of efforts to strengthen the implementation of District Environmental Plans (DEPs), following directions of the National Green Tribunal. It focused on equipping officials with a stronger understanding of environmental laws, policies, programmes and emerging environmental challenges relevant to governance at the district level.

The project resulted in a three-day training curriculum supported by a 200+ page training manual, thematic modules, presentations, case studies, simulation exercises and a facilitator’s guidebook designed to make environmental learning practical and applicable to district-level governance.

Building capacities for environmental governance

The initiative focused on strengthening the ability of district-level officials to understand environmental challenges and translate policies and regulatory frameworks into action.

The training covered environmental sustainability, climate change and the Sustainable Development Goals, alongside regional challenges such as air pollution, water pollution and biodiversity degradation.

It also introduced participants to environmental regulations and governance mechanisms related to waste management and biodiversity, as well as major national programmes including Mission LiFE, Swachh Bharat and the National Clean Air Programme.

Designing an interactive training curriculum

The Analysis developed a detailed three-day training agenda designed to move beyond conventional classroom-based learning.

The curriculum incorporated interactive sessions, case studies, documentaries and simulation exercises to help participants engage with complex environmental issues through practical scenarios and real-world examples.

The training resources were developed through a participatory process involving brainstorming and stakeholder feedback, helping ensure that the content remained relevant to the responsibilities and challenges faced by officials at the district level.

Translating environmental knowledge into practical resources

A key component of the project was the development of comprehensive and accessible learning materials that could support both participants and facilitators.

The Analysis developed a training manual of more than 200 pages, accompanied by thematic modules and presentations using visual content and graphics to communicate environmental concepts more effectively.

A facilitator’s guidebook was also developed to support trainers in conducting the sessions and using the learning materials in a structured manner.

Learning through case studies and simulations

The project placed particular emphasis on connecting environmental policy with its practical application. A collection of case studies documented relevant practices and examples that district-level officials could draw upon while addressing environmental challenges.

Simulation exercises further enabled participants to engage with governance scenarios and explore how environmental policies, programmes and sustainability principles could be applied within district-level planning and decision-making.

Outcome

The project resulted in a comprehensive training package for strengthening environmental leadership and governance capacities among district-level officials in Madhya Pradesh.

The 200+ page training manual, three-day curriculum, facilitator’s guidebook, thematic presentations, case studies and simulation exercises together provided a practical knowledge resource for understanding environmental regulations, addressing regional environmental challenges and integrating initiatives such as Mission LiFE, Swachh Bharat and the National Clean Air Programme into district-level environmental governance.
