Madhya Pradesh State Water Policy(2003)

Through the water policy, the state aimed to work on the following-

  1. Develop Information system as the principal necessity in the planning of water resources- greater use of remote sensing
  2. Development project designed in a way that it takes into account each basin or sub-basin
  3. Multipurpose water resource planning- drinking water and hydroelectricity. The study regarding impact of projects on life and profession of human being and their economy, social and other aspects should be an essential part of the project planning. Benefits to SC, St and other special backward classes - special projects - representations of these groups in operation and maintenance be ensured
  4. Time bound upkeep of the dams and canal systems carried out
  5. Availability of ground water should be assessed in every 10 years. Ground water utilized only to the extent that it can be recharged. Recharging by the construction of minor irrigation tanks/ percolation tanks
  6. Water Allocation Priorities: Drinking water supply, Irrigation and afforestation, Power generation and other uses, Tourism.

Provision of Rehabilitation Policy- Narmada Project(2003)

There are 29 Major, 135 Medium and 3000 small Projects of Narmada Valley which are in different stages of either completion or nearing completion or at planning stage. The Resettlement and Rehabilitation (R&R) of all these ongoing Intra State Projects is being governed by the provisions of R&R Policy of the State formulated for Narmada Projects except for Sardar Sarovar Project in which the whole gamut of R&R is being governed by the provisions of Narmada Water Disputes Tribunal. The objectives and principles of the R and R policy of the state include improving the standards of living or atleast regaining the standard of living the PAFs have been enjoying prior to their displacement. It also ensures that relocation is done as per village units, village sections, or families in accordance with the outsees preference. The provision also provides for appropriate compensation and adequate social and physical infrastructure.

Madhya Pradesh State Forest Policy (2005)

This proposed policy is aimed to work towards expanding forest tree cover, will guide to develop government forests and private areas under the forest cover. The policy also encourages optimizing the use of timber, fuelwood, bamboo, fodder, and minor forest produce to maximize their production. With the purpose of making the economic conditions of the forest dependent communities better, the Madhya Pradesh State Forest Policy calls for increasing the production of non-timber forest produce especially for herbal medicines. It also promotes extension forestay and plantation of bamboo in rural areas.

Wind Power Project(2006)

The Government of Madhya Pradesh has issued the Incentive Policy for encouraging generation of power in Madhya Pradesh through Non-conventional Energy Sources (2006). The policy provides incentives for installation of wind power projects in Madhya Pradesh. Wind power project proposal are being accepted at potential sites where wind power Density (WPD) is equal or above 200 W/m2 above 50 mtr ground level.

Small Hydro Power Policy(2006)

The Small Hydro Power Policy of 2006 in Madhya Pradesh was introduced to promote the development of small-scale hydroelectric projects, focusing on non-conventional energy sources. The policy includes key incentives such as exemptions from electricity duty and entry tax for five years, supporting both developers and industrial units using energy from small hydro projects. Industrial units benefiting from this energy are also eligible for assistance with commercial and related taxes. To facilitate smoother project implementation, the government established a Project Clearance and Implementation Board to resolve interdepartmental challenges. This policy aims to harness small hydro power to improve the state's energy landscape, especially in remote and inaccessible areas, contributing to the broader goal of sustainable energy development.

Madhya Pradesh state Biodiversity Strategy and Action Plan(2010)

The State Biodiversity Strategy and Action Plan (SBSAP) of Madhya Pradesh falls within the broad framework of the exercise carried out by the NBSAP. The state SBSAP was put together through a participatory process by involving village-level organizations, NGOs, academics, scientists, officers from various line departments, the private sector, and others who have a stake in biodiversity. The SBSAP makes an attempt to look at the state’s biodiversity in their scientific, economic and cultural dimensions. It also would look at issues related to equitable sharing of benefits.

State Policy on Organic Farming in Madhya Pradesh(2010)

MP State Organic Farming Policy is the statement of intent to create, facilitate and strengthen the enabling environment for developing integrated value chains of the organic farm produce encompassing end-to-end solutions for both primary producers and consumers. The policy enshrines the spirit of developing organic farming as an apt answer to many burning issues like increasing threats to agriculture due to devastating impacts of global climate change, ever spiraling costs of production and associated ill effects of skewed subsidy regime applicable to external agriculture inputs amongst others.

Biomass Policy(2011)

The Madhya Pradesh Biomass-Based Power Project Implementation Policy of 2011 was designed to capitalize on the state's significant potential for biomass-based energy. Its primary aim was to establish a clear framework to attract investors and developers for such projects. Key features include setting a maximum capacity limit for projects at 15 MW, offering tax relief, and promoting strategic planning for implementation. The policy was introduced to address the need for a more structured approach to biomass energy generation, aiming to boost renewable energy capacity in the state​.

Small Hydro Policy(2011)

The Madhya Pradesh Small Hydro Power Policy of 2011 aims to boost small-scale hydroelectric projects in the state by encouraging private sector participation. The policy applies to hydro projects up to 25 MW and seeks to promote pollution-free, renewable energy generation. It outlines various incentives for developers, including financial benefits, tax exemptions, and land-related incentives. The policy also establishes a clear regulatory framework for project implementation, with specific timelines and milestones. A Project Clearance and Implementation Board was set up to facilitate smoother execution by addressing interdepartmental coordination issues. Overall, the policy seeks to create a conducive environment for small hydro projects, enhancing energy security and sustainability in the state.

Wind Policy(2012)

The Madhya Pradesh Wind Power Policy of 2012 aims to boost the state's wind energy capacity from 270 MW to 5500 MW by providing several incentives, including exemptions from electricity duties, energy banking for up to a year, and tax relief. Developers can either build their own infrastructure or use state facilities, offering flexibility in project implementation. The policy also includes a 50% exemption on stamp duty for land purchases, especially on government, forest, or tribal land, and promotes transparent bidding for power generation. Moreover, the Madhya Pradesh Power Trading Company (MPPTCL) has the first right to purchase power from government-based wind projects​.

Solar Policy(2012)

The Government of Madhya Pradesh (GoMP) acknowledges the increasing concern related to climate change, global warming and has recognized the urgent need to address these issues. The promotion of Renewable Energy is one of the key measures taken by the GoMP in this direction. The objectives of this plan are -

  1. To encourage participation of Private Sector to set up Solar Power based projects in the State.
  2. To define the incentives and benefits to be provided to the participants of the Private Sector in clear terms.
  3. To build a favorable atmosphere for setting up Solar Power projects.
  4. Lay down framework for policy implementation.

Madhya Pradesh State Action Plan on Climate Change(2014)

The objective of this policy is to address the National Agenda of Climate Change, chart a low carbon developmental model and integrate the various climate related concerns. For the inclusive Growth and Sustainable Development of State, the strategy includes a climate resilient policy and climate proofing programme. The policy also mentions improving governance and public service delivery system, proper knowledge management as well as effective monitoring and evaluation of SPACC. As per the plan, the above mentioned goals can be achieved through policy reforms, resource mobilization, development of main streaming tools, research and education, capacity building and pilot projects.

Madhya Pradesh plan on climate change Sector policy brief: WATER RESOURCES(2014)

  1. Develop a comprehensive water database to support forecasting and research into adaption strategy
  2. Accelerate surface water development activities- renovation of canal systems and village ponds.
  3. Promoting of recharge of groundwater, especially in over-exploited areas
  4. Increase of water use efficiency in irrigation, domestic supply and industrial use. Establishment of State Water Authority to monitor water management and oversee allocation for different purpose
  5. Integrate climate change into water planning process.

Madhya Pradesh State Action Plan on Climate Change: URBAN ADMINISTRATION AND TRANSPORTATION(2014)

The objective of this plan is to to make public transport more effective and user friendly. The plan also works towards strengthening urban development and transport management

  1. Efficient Energy use- Reducing emission of greenhouse gases in cities
  2. Demand side management - action by energy utility companies which influence quantity or pattern of consumption. Enforce existing by laws and energy conservation building codes
  3. Urgent steps towards improving and strengthening the water supply systems- use of energy efficient water pumps
  4. Formulation of storm water management using climate modeling techniques for prediction and planning of management of urban floods.
  5. Raise awareness among population for the disposal of wet and dry waste separately
  6. Explore and promote low cost technologies for recycling grey water- which can be used for landscape irrigation, washing and flushing toilets
  7. Adopt sustainable technologies - emission norms, clean water and traffic management.

MP State Action Plan on Climate Change- Sector Policy Brief: RENEWABLE ENERGY(2014)

Foundation is to reduce the CO2 emissions

  1. Commercial Energy Sector: providing substitue for some of the energy produced by coal fired and large hydroelectric power plants
  2. Agriculture Sector- Utlilising the biodegradable resources, animal manure and crop residues
  3. Rural development sector- providing small scale, off grid enrgy solutions Under SPACC (Climate Change Special Report on Renewable Energy Sources)- Govt of MP will reinforce its existing policies -
  • ensuring draft policies for investment in solar, wind and biomass are implemented

MP State Action Plan on Climate Change- Sector Policy Brief: RURAL DEVELOPMENT(2014)

The objective of this plan is to promote and integrate improvement of rural areas to achieve holistic development

  • Realises the heavy dependence of rural communities on natural resources therefore threatened by climate change. Climate change will take a toll on forests, water agriculture, health.
  • Modify rural development so that they are fully supportive of any efforts by rural communities to adapt and mitigate the impacts of climate change
  • Develop skills among rural population for alternate income generation- so that communities can reduce dependence on natural resources, when threatened by climate change. Documentation of indigenous knowlege about local biodiversity
  • Local government planning the strategies and actions so that rural communities are able to adopt to new technology for adapting and mitigating climate change.
  • Making credit available to rural communities for infrastructure development so that the people are able to invest in technology and capacity building they require to cope up with climate change

Madhya Pradesh State Action Plan on Climate Change: Sector Policy Brief INDUSTRY(2014)

The objective of this plan is to promote sustainable industrial growth and development > promote low emission technology

  • State government should implement Perform, Achieve and Trade Mechanism (PAT), GOI
  • Devise an integrated water management plan for clusters of industrial units, reduce current consumption
  • Improvement of industrial waste management and pollution control -> Industrial waste management has to be strengthened
  • As a part pf CSR activities, industries should be encouraged to reduce emissions and undertake plantation activities
  • Build Capacity and Awareness- integrate climate change into planning and operation
  • Undertake research and development- to develop state specific energy efficient technologies

Madhya Pradesh State Action Plan on Climate Change: HUMAN HEALTH(2014)

  • Health Department mapping diseases at community level under the Integrated Diseases under the Integrated Diseases Surveillance Programme - understanding vulnerability towards different disease by location
  • Develop early warning system for the outbreak of such diseases > Strengthen health disaster management preparedness - areas most vulnerable to flood should have a seperate health delivery system.
  • Improve early diagnosis and treatment-> improving access through telemedicine or mobile health intervention.
  • A Monitoring and Evaluation Cell-
  • Directorate of Health and family welfare- compile information from districts about the health programme
  • Conduct research on climate change and health impacts. Studies needed to map climate related health vulnerability in different regions of the state

Madhya Pradesh State Action Plan on Climate Change- FOREST AND BIODIVERSITY(2014)

  • Develop and implement forest management (working) plans that are tailored to address the biophysical vulnerabilities of different types of forest ecosystems.
  • Map forest boundaries- to protect wildlife and moderate the fragmentation in protected areas.
  • Prioritization of soil and water conservation-
  • Catchment areas need to be managed and protected, watershed management programmes undertaken -water harvesting and storage structure created
  • Building the capacity of forest managers, officers and workers to appreciate the implication of climate change on forest ecosystem
  • Study and promote Alternate Energy Sources- interventions like Lighting a Billion Lives Programme be taken up to provide solar lanterns and charging stations to rural areas
  • Protect the biodiversity which is threatened by climate change in Madhya Pradesh- integrating climate change into sate biodiversity action plan.
  • Strengthen the Joint Forestry Management Committees so that they can be more actively involved in sustainable forest development activities, including forest management and monitoring. Members are drawn from rural communities and contribute to conservation by protecting the forests from fire, grazing and illegal harvesting in exchange for a share of the revenues from the sale of timber and non-timber products.

Madhya Pradesh State Action Plan on Climate Change- Sector Policy Brief: ENERGY SECTOR(2014)

SPACC proposed a two prologned approach to reducing green house gas emissions from the energy sector. Increasing the efficiency of electricity generation and increasing the contribution of renewable sources.

  • Green tariff for incentivizing production of green energy

Madhya Pradesh State Action Plan on Climate Change: CROSS CUTTING ISSUES(2014)

  • Establish a Functional knowledge management centre in climate change at EPOC
  • Conduct state of the art research to provide policymakers with tools to evaluate and respond to the threat of climate change
  • Raise awareness pf climate change among the public for better implementation of adaption and mitigation measures
  • Integration of gender issues into the adaptation planning on climate change-Research to understand impact of climate change on women and children

Madhya Pradesh State Action Plan on Climate Change: AGRICULTURE(2014)

  • Address increasing water scarcity by promoting soil and water conservation tech- small scale water harvesting, drip or sprinkler irrigation, seed treatment
  • Plan cropping system that are suited to the predicted climate of each agro-climatic zone
  • Building capacity for sustainable agriculture, develop alternate livelihood options particularly for the poorest and vulnerable farmers.
  • Improve knowledge transfers by strengthening agricultural research and increasing dissemination of new and appropriate technology
  • Develop an agricultural information system to manage climate change data, including early warning for risk mitigation.
  • Improve links through value chains-
  • Farmers have better information on access to markets, creating rural business hubs which will in turn help in generating employment and diversifying livelihoods.

Green India Mission Perspective Plan Revised(2016-17 to 2021-22)

The National Mission for a Green India is one of the eight Missions under the National Action Plan on Climate Change (NAPCC). It recognizes that climate change phenomenon will seriously affect and alter the distribution, type and quality of natural biological resources of the country. In accordance with the broad objectives of Green India Mission, Madhya Pradesh Forest Department seeks to implement activities in ecologically important and vulnerable regions of the state by ensuring the participation of forest dependent communities in its implementation. In Madhya Pradesh, the Mission will target the ecologically important and fragile areas for restoration and afforestation activities in the state and will support the livelihoods of forest dependent communities by making them a key stakeholder in mission activities.

Govt. of Madhya Pradesh State Level Policy: Waste Water Recycle & Reuse and Feacal Sludge Management (FSM)(2017)

The Policy, envisions, “All MP State cities and towns become totally sanitized, healthy and liveable and ensure and sustain good public health and environmental outcomes for all their citizens, with a special focus on hygienic and affordable sanitation facilities for the urban poor and women”. State Level Policy (2017) for Waste Water Recycle & Feacal Sludge Management (FSM) is to ensure improved health status of urban population, specially the poor and under privileged, through the provision of sustainable sanitation services and protection of environment. The state aims to put forth a seperate sewarage system to carry domestic sewage while drainage system for storm water. The state also plans to set up water reclamation centres to reclaim water after treatment of domestic sewage.

Madhya Pradesh Renewable Energy Policy(2022)

The Government of Madhya Pradesh aims to Develop the State into a renewable energy hub with a focus on creation of RE equipment manufacturing eco-system and facilitating large scale adoption and deployment of RE in the State. The implementation strategy includes making available manufacturing of equipment and related components for renewable energy sector in Madhya Pradesh. Measures shall be taken to incentivize use of renewable power/ energy by setting up of Green Zones, developing Model Green cities or Model Green Heritage cities etc. Renewable energy technology-oriented courses shall be introduced in ITI's, polytechnics and engineering institutes and skill development centers within the State.

Madhya Pradesh Pumped Hydro Policy (2023)

The Madhya Pradesh Pumped Hydro Policy (2022) aims to boost the development of Pumped Hydro Storage (PHS) projects, positioning the state as a leader in renewable energy. Effective for five years from April 2023, the policy offers substantial incentives to developers. These include government land at a concessional rate of 65%, a 65% reimbursement on stamp duty for private land purchases, and a ten-year exemption from both electricity duty and Energy Development Cess. Developers also benefit from a 50% waiver on wheeling charges for five years and a 20% reduction in registration cum facilitation fees. Madhya Pradesh is estimated to have a potential of 11.2 GW for pumped hydro storage, and the policy includes guidelines for project site allotment, tax waivers, and timelines for project completion. This initiative underscores the state's commitment to harnessing renewable energy and addressing its energy needs sustainably.
